The long awaited word has been given by outgoing Beartooth Electric Cooperative Inc. (BEC) manager, Dick Peck, that "Rates are going down. The goal is this summer." Peck spoke at a board meeting held at the Red Lodge Area Community Foundation on Tuesday, March 31. Also present, was Gail Tabone, EES Consulting, who gave advice about rates to the board.
She stressed six points: 1. "Rates should meet the need to collect all your costs; 2. Rates should be cost based; 3. The rates should be according to commonly used terms, "just, reasonable", "not unduly discriminatory or preferential" and "fair and equitable."; 4. The rates should be easy to understand and administer and 5. The rates should provide revenue stability to both the utility and the consumer."
